New policy for papermaking: fully implement the scientific concept of development

this comprehensive edition: following the national development and Reform Commission and the State Environmental Protection Administration jointly released the elimination schedule of backward production capacity in the four industries of papermaking, alcohol, monosodium glutamate and citric acid, the national development and Reform Commission today held a meeting for the release and publicity of the "papermaking industry development policy" and issued the "papermaking industry development policy" in the eleventh five year plan to guide the healthy development of the papermaking industry

the paper industry development policy regulates and stipulates 12 aspects of the paper industry, including industrial layout, fiber raw materials, resource conservation, environmental protection, and industry access. The paper industry development policy proposes that by changing the growth mode, enhancing the social awareness of the industry and enterprises, and strictly implementing national laws and regulations on environmental protection, the average water intake per ton of products in the paper industry will be reduced from 103 cubic meters in 2005 to 80 cubic meters, the comprehensive average energy consumption (standard coal) will be reduced from 1.38 tons in 2005 to 1.10 tons, and the chemical oxygen demand will be reduced from 1.6 million tons in 2005 to 1.4 million tons by 2010

at present, there are few large groups and strong enterprises in China's pulp and paper industry, and most of the pulp and paper enterprises are too small. Heyanli, deputy director of the industry department of the national development and Reform Commission, pointed out that the scattered and chaotic situation of the paper industry has limited the technological level, product level and effective prevention and control of pollution of enterprises. The paper industry development policy requires that during the Eleventh Five Year Plan period, the layout of the paper industry should fully consider fiber resources, water resources, environmental capacity and other conditions, and strive to allocate resources reasonably and develop in harmony with the environment. The overall layout of paper industry development should be adjusted from north to south to form a new overall industrial layout

According to heyanli, during the 11th Five Year Plan period, pulp and paper projects will no longer be arranged in key environmental protection areas, areas with serious water shortage, and urban areas of major cities, and irrigation based paper forest bases will be prohibited in areas with serious water shortage

from 2002 to 2005, China's paper industry took the Yangtze River as the dividing line, and the preliminary adjustment has achieved initial results. The layout proportion of the south of the Yangtze River and the north of the Yangtze River, such as wires and cables, has reached 52% and 48%

according to the goal of adjusting from north to South put forward in the "paper industry development policy", during the Eleventh Five Year Plan period, the south of the Yangtze River is the key area for the development of the paper industry. We should focus on the construction of forest paper integration project and speed up the development of pulp and paper industry. In the Yangtze River Delta and Pearl River Delta, special attention should be paid to the use of wood pulp and waste paper at home and abroad for papermaking. In principle, wood pulp projects using wood will no longer be arranged

the north of the Yangtze River is the optimization and adjustment area of the paper industry, focusing on adjusting the raw material structure, reducing the number of enterprises and improving the production concentration

the Huang Huai Hai region should eliminate backward straw pulp production capacity, increase the utilization of commercial wood pulp and waste paper, moderately develop the integration of forestry and paper, control a large number of water consuming pulp projects, speed up regional industrial upgrading, and ensure that water resource consumption and pollution emissions are not increased or reduced while developing the paper industry

Northeast China should speed up the construction of paper forest base, strengthen the transformation of existing enterprises, improve their competitiveness, and in principle, no longer lay out new pulp and paper enterprises

it is understood that in 2005, the wastewater discharge of the paper industry was 3.67 billion tons, accounting for about 17.0% of the total wastewater discharge of national key statistical enterprises, and the COD discharge was 1.597 million tons, accounting for 32.4% of the total COD discharge of national key statistical enterprises. Among them, the output of straw pulp production line with alkali recovery device only accounts for 30.0% of the total output of straw pulp, and the COD emission of straw pulp accounts for more than 60% of the emission of the whole paper industry

support the merger and reorganization of paper enterprises

the national development and Reform Commission announced yesterday that during the Eleventh Five Year Plan period, the state will appropriately control the construction of paper and paperboard projects. By 2010, the new production capacity of paper and paperboard will be 26.5 million tons, the existing backward production capacity will be eliminated by 6.5 million tons, and the effective production capacity will reach 90million tons

the policy states that the government will support domestic enterprises to develop 10 pulp and paper enterprises with an advanced level of about 1million tons of other materials with a structure similar to Dirac energy band to 3million tons through mergers, alliances, restructuring and expansion, and develop several large pulp and paper enterprise groups with an annual output of more than 3million tons that are cross regional, cross sectoral, cross ownership and internationally competitive

at the same time, accelerate the integration of existing wood pulp production enterprises and shut down small-scale and technologically backward wood pulp production enterprises; Change the current situation that there are too many small waste pulp and paper-making enterprises, and no longer build chemical straw pulp production enterprises in principle. By 2010, strive to increase the proportion of the total output of paper and paperboard of the top 30 pulp and paper enterprises in the total output from the current 32% to 40%

in terms of industrial layout, the policy said that the overall layout of the development of China's paper industry should be adjusted from north to south to form a reasonable new industrial layout. Among them, the south of the Yangtze River is the key area for the development of the paper industry. We should focus on the construction of the forest paper integration project and speed up the development of the pulp and paper industry; The north of the Yangtze River is the area where the paper industry is optimized and adjusted, focusing on adjusting the raw material structure, reducing the number of enterprises and improving the production concentration

in terms of resource conservation and environmental protection, the key to resource conservation in the paper industry is to effectively reduce the consumption of water resources, and the pollution control of straw pulp enterprises is the key to environmental pollution control in the paper industry. A remote monitoring system for wastewater discharge shall be established in an all-round way, the wastewater discharge of enterprises shall be published regularly, and enterprises that fail to meet the standards shall be ordered to treat within a time limit according to law. Enterprises that still fail to meet the standards or exceed the total amount shall be shut down according to law

optimize the industrial layout and cycle 2. Test the pretreatment status: save

the national development and Reform Commission issued the "paper industry development policy" on October 31, which pointed out that China will transform the growth mode by optimizing the layout of the paper industry, raw material structure and product structure, and build a modern paper industry with the combination of forestry and paper industry, advanced industry equipment, clean production, sustained growth, circular economy, and orderly competition

the policy proposes that in order to meet the domestic market demand, China's paper and paperboard production capacity will increase from 70million tons to 90million tons by 2010

the policy points out that during the Tenth Five Year Plan period, China's paper industry developed rapidly, but the existing problems are also more serious, which are highlighted in: the scale is unreasonable and the level of scale efficiency is low; There is a large gap in high-quality raw materials and a high degree of external dependence; Resource consumption is high, and the task of pollution prevention and control is arduous; The equipment is developed and has advantages unmatched by other ports. The development capacity is poor, and advanced equipment depends on imports; The structure of foreign capital utilization needs to be optimized, and the task of overall and coordinated development is urgent

recently, the national development and Reform Commission issued the paper industry development policy (hereinafter referred to as the policy), which stipulates and standardizes the industrial development objectives and development mode, and points out that China will change the growth mode by optimizing the layout of the paper industry, raw material structure and product structure, and build a combination of forestry and paper industry, advanced industry equipment, clean production, sustainable growth, circular economy Modern paper industry with orderly competition. Combined with the key points in the early "opinions of China Paper Association on the development of paper industry in the Eleventh Five Year Plan" (hereinafter referred to as "opinions"), we make the following comments on these two guiding documents:

1. China's paper industry is not a declining industry. Although it is currently at the bottom of the industry boom cycle, we believe that it is gradually coming out of the trough, and the industry as a whole is in a steady development trend for the better. We believe that the paper industry has the conditions for investment opportunities

2. As the structural optimization of papermaking raw materials is supported by binding indicators such as water consumption and COD, we believe that the trend of raw material upgrading is irreversible. Therefore, it is more optimistic about enterprises that have completed raw material upgrading or forest paper integration, such as sun paper, Huatai shares, Yueyang paper, etc

3. Because it puts forward the viewpoint of adjusting the new industrial layout from north to south. We are more optimistic about Yueyang Paper and other advantageous leading enterprises in the southern region. As Huatai, Chenming and Yinge have begun to implement the forest paper integration project in the south, we believe that enterprises will also benefit from it

4. Since the paper industry has very high requirements for the initial scale of new projects during the Eleventh Five Year Plan period, we believe that only those enterprises with strong financial strength, extensive financing channels and relatively low financing costs can have the conditions for capacity expansion. More optimistic about leading enterprises such as Huatai, Taiyang, Chenming, Yuezhi, etc

recently, the national development and Reform Commission issued the "paper industry development policy", which is formulated to establish a fair market order and a good development environment, solve the problems existing in the development of the paper industry, and guide the healthy development of the industry. The paper industry development policy has made specific provisions on capacity planning, environmental protection, industrial layout, fiber raw materials and industry access

I. capacity planning

policy: the paper industry development policy clearly proposes to appropriately control the construction of paper and paperboard projects. By 2010, the new capacity of paper and paperboard will be 26.5 million tons, the existing backward capacity will be eliminated by 6.5 million tons, and the effective capacity will reach 90million tons

comments: at present, there are 3600 paper industry enterprises in China, with a capacity of about 70million tons. Reaching 90million tons in 2010 means that the average annual production capacity growth should be about 8%, slightly lower than the average annual growth rate of GDP. This plan is in line with the law of the development of China's paper industry and can basically ensure the balance between supply and demand of the paper industry in the future

impact on Listed Companies: the introduction of capacity planning basically determines the capacity investment in the next few years. Combined with the improvement of the industry access threshold, the new capacity in the future will mainly come from large paper-making enterprises, and the industry concentration is expected to improve, which will benefit leading listed enterprises

II. Environmental protection

policy: the paper industry development policy requires the paper industry to change the growth mode, enhance the social awareness of the industry and enterprises, and strictly implement national laws and regulations on environmental protection, resource conservation, labor security, safety production, etc. By 2010, the average water intake per ton of products in the paper industry will be reduced from 103 cubic meters in 2005 to 80 cubic meters, the comprehensive average energy consumption (standard coal) will be reduced from 1.38 tons in 2005 to 1.10 tons, and the total emission of pollutants (COD) will be reduced from 1.6 million tons in 2005 to 1.4 million tons, gradually establishing a new model of paper industry development that is resource-saving, environment-friendly and harmonious

comments: the paper industry development policy has made more specific provisions on the environmental protection and resource consumption of the industry. Combined with the environmental protection policy previously launched, we should see that the national environmental protection requirements for the industry are becoming more stringent, the environmental protection investment of enterprises in the paper industry will need to continue to increase, and polluting small and medium-sized enterprises will continue to face the pressure of elimination

impact on Listed Companies: at present, key listed companies have basically completed environmental protection transformation, and new investment projects in the future also belong to high-end low pollution projects. Therefore, the stricter environmental protection policies have little impact on such enterprises, but can further consolidate their leading position

III. industrial layout

policy: the south of the Yangtze River is a key area for the development of the paper industry. We should focus on the construction of the forest paper integration project and speed up the development of the pulp and paper industry. The southeast coastal area is the key area of China's forest paper integration project; While giving full play to the enthusiasm of existing backbone enterprises, the middle and lower reaches of the Yangtze River should speed up the cultivation or introduction of the construction main body of large-scale forest paper integration projects, and gradually develop into China's forest paper integration
